Move Jira Issue

Transitions a Jira issue to a different status (e.g., moves it from "To Do" to "In Progress").

Parameters

Target Status `target_status`	`string`	Yes	—	The name of the status to transition to (e.g., "In Progress", "Done"). Must match exactly.
